Mr. MacDougall has kindly supplied the attached note on the International Committee referred to in Miss Pruitt's letter to Sir Stafford Cripps. I suggest that you might send a copy of it confidentially to Mr. Turnbull, explaining that it has been written by an officer of the Hong Kong Civil Service who is at present attached to the Colonial office.
